Institutional TOEFL (TOEFL ITP) itu paper-based TOEFL yang hanya untuk keperluan assessment informal saja, jadi nggak bisa dipakai untuk daftar sekolah di US. Untuk keperluan daftar beasiswa Fulbright di AMINEF, TOEFL ITP score masih diterima. This non-profit bi-national foundation functions tospecifically administer the Core Fulbright and other U.S. Government-fundedscholarship programs in Indonesia. Rahmat said that the DIKTI-Fulbright-AMINEF scholarship is conducted in all State Universities in Indonesia. It opens opportunity of competence for all state universities. However, DIKTI-AMINEF give dispensation for Papua region only. For this region, a special arrangement is made, including TOEFL Score. "There are some programs in Java that have already reached saturation point, so the opportunities are allocated for Papua,â€ he said.
Besidesthe aforementioned core Fulbright Programs, AMINEF also administers otherprograms, for example the Fulbright–DIKTI (Directorate of Higher Education)program that is funded by the Ministry of Education and Culture, Indonesia,which provides grants exclusively to permanent university teachers. In the same year, AMINEF awarded 13 fellowships forU.S. students to conduct research in Indonesia, still under the FulbrightStudent Program. The Foundation also brought 35 recent U.S. college graduatesto assist English teaching at various Indonesian secondary schools throughoutIndonesia under the Fulbright English Teaching Assistantship (ETA) program. TheETAs served as a resource for faculty members and students in the field ofEnglish and American culture at their sites. Besides, AMINEF funded 10Fulbright Senior Scholars to conduct research or teach at Indonesianuniversities. As expected from its name, AMINEF board consists of representatives from Indonesia and the U.S. with Indonesian Minister of National Education and U.S. Ambassador as the joint chairmen. AMINEF was established in 1992 and, based on what I’ve heard, historically has its root from USAID programs for Indonesia since 1950s. AMINEF’s basic missions are, quoting from its official website, to administer various scholarship programs for both Indonesians and Americans, and to give information about education in the U.S. as well as what opportunities are available to study there.
